Tool Provider is the LTI® 1.1 name for the application a learner is launched into. LTI® 1.3 renamed the role to simply tool.
The rename catches people out because a great deal of published material, including some still ranking well in search results, uses the older pair of terms. When you see Tool Provider and Tool Consumer, read them as tool and platform.
