The tool is the application on the receiving end of a launch: the thing a learner ends up using. In LTI® 1.1 it was called a Tool Provider, and both names are still in circulation.
If you are adding LTI® support to your own product so schools can launch it from their LMS, you are building a tool. That is what LTIAAS Launch provides.
