The client ID is issued by the platform when a tool is registered, and identifies that registration.
During a launch, a platform is identified by its issuer URL together with the client ID. Both must match the registration exactly, which is why a stray space or a trailing slash in either value is a common cause of a launch failing to start.
It is distinct from the deployment ID.
